According to the comments of Premier Wen Jiabao on mental work on April, 1st, 2004, Tianjin municipal government determined their focal point of health work is to push forward the construction of public health system, stregthen the prevention work of major disease. Prevention work of the mental health in Tianjin was brought into line with the prevention work of major disease by municipal government in 2005. 1.
