Objective: To develop instrument of community mental health indicator (CMHI) This descriptive study was divided into two parts. Part 1....The development of an indicating instrument of CMHI in People's Opinion was conducted based on a review of existing literature and related research as wello as conferences of experts. During this phase, the term "community mental health" was defined. Initally, the obtained instrument included four domains with 13 sub domains, with total of 43 questions. Data collection was carried out by interviewing community leaders and residents from 42 communities in 11 provinces in the Northeastern region of Thailand. Multi stage random sampling was used to collect data from the dample residing in the metropolitan municipal government administrations, city municipal government administrations, and local government adminstrations. The data were then analyzed by testing the reliability and the norms of community mental health. Part II...The study of the Indicators to Predict the Community Mental Health status......was conducted with data collection divided into three parts: 1) The district offices, 2) The health conters, and 3) The focus group discussion of community leaders. The instrument derived was thenapplied in 42 communities just like in Part 1. The data were analyzed using stepwise multiple regression analysis. Result: The CMHI included four domains with ten sub domains: 1) community mental health state, 2) community mental health capacity, 3) community mental health quality, and 4) supporting factors. It was found that for Part 1. the CMHI in people"s opinion, there were 22 items with the reliability of 0.74 and with three levels of norm value. The three levels included "better than average community mental health" (49-66 points), "average community mental health" (38-48 points), and "below average" (37 points or lower). As for Part II, there were three concepts or approaches of the indicators to predict community mental health status. Concept included 1) the rate of patients with severe or chronic diseases, 2) the rate of disability persons, 3) the rate of the elderly, and 4) the rate of the psychotic patients and neurosis.Concept 2 included 1) the presence of nearby health centers, and 2) the number of supporting organizations contributing to the community. Finally, concept 3 included 1) the presence of nearby health centers, 2) the number of supporting organizations contributing to the community, and 3) the rate of the psychotic patients and neurosis. Conclusion: The resulting CMHI in people's opinion consists of 22 items, and there are three concepts or approaches of indicators to predict community mental health status. These instruments can be used by community leaders to conduct an evaluation in their community as seen appropriate.
