Objectives To evaluate the effectiveness, input, process and context of the project and to synthesize lessons learned. Methods Quantitative and qualitative procedures were employed. 1. Sample size : Health staff, both service providers and project managers, from 17 target provinces were interviewed. 2. Sampling procedures : Provinces were randomly selected. Health staff in each province were randomly selected from every district in the province. 3. Key variables : Effectiveness of the project according to the aims and objectives of the project, characteristics of project implementation and resources used. 4. Data collection tools and procedures: Questionnaires, focus group interviews, services logs and surveillance reports. 5. Data analysis : descriptive statistics and content analysis were used. Preliminary results: The numbers of patients with depression during the first 4 months of the year 2001, 2002 and 2003 were decreased except for the provinces where there are mental health hospitals. The numbers of attempted, repeated suicide cases were decreased in the year 2003 compared to the year 2001. The numbers of committed suicide cases were slightly increased. Most of the mental health staff rated on their confidence in one's skills in providing counseling services as moderate to good (70%). Most of the mental health staff rated on their satisfaction with the project implementation at provincial level as moderate to good (85%) 100% of center and provincial hospitals, 90% of community hospitals and 56% of health centers provide counseling services for patients with mental health problems. however, there were only a fourth of the facilities (23%) had standard systems to ensure the continuity of care. The project had published a study on epidemiology of self-harm behaviors in 2001 and a report on development of screening fool for depression and suicidal risk assessment as parts of the project activities. Conclusions and discussions: The project achieved some of the specified objectives especially in terms of increasing mental health services availability for the target groups, increasing numbers of mental health staff trained to provide mental health services, and reducing numbers of attempted and repeated suicide cases. However, some objectives were not achieved I.e. numbers of patients with depression and committed suicide cases. Suffusions: There are needs to further improve and invest more on 1) surveillance systems 2) human resource development 3) holistic mental health services 4) networks of mental health care at provincial level 5) campaigning through mass media at local levels and 6) political commitments at all levels.
