The alcohol-related problem controls have been implemented since Alcohol Act B.E. 2493 was enacted by the Ministry of Finance, controlling production, importation transportation and selling of alcoholic beverages. The alcohol-related problem controls activities suddenly in creased after the establishment of the Thai Health Promotion Foundation (THPF) in 2001 with funding from the excise tax on alcohol and tobacco. TTHPF employs the strategy "Triangle that moves the mountain," which consists of 3 forces-Knowledge force, State force (Politics and Bureaucracy), and Civic force-and its mission. THPF supported the government in designing 8 alcohol control policies in 4 years, or 2 policies a year, 16-fold increase from B.E. 2493-2543, Before the establishment of THPF, during which the government has created 6 policies, or a policy in every 8 years. The current alcohol-related problem controls procedures are based on the World Health Organization's framework covers taxation, limiting accessibility, media and sales promotion controls, drunk driving controls, education and campaign as well as rehabilitation. The most prominent action in 2007 is the push for the Act, which has 3 important features, namely, the establishment of a national committee, limitation of accessibility (through the mechanism of alcohol-free zone, control of drinking and selling alcohol to minors) and the control on advertisement and promotion. This Act was passed in principle in the first draft by the National Legislative Council on March 28th, 2007 with 98 for-votes, 34 against-votes, and 5 no-votes However, 105 members were absent. A sub-committee was set up to study it details. The sub committee was scheduled to meet every Friday until Friday October 12th, 2007. As of October 26th, 2007, the process for bringing the second and third drafts of the Alcohol Beverage Control Bill into National Legislative Council for further consideration is still on-going. The next measures for 2008-2009 are to restrict the selling places beverages by means of permits issuance (one of the measures to limit accessibility), to modify taxation system by introducing a mixed system (based on alcohol content or selling price) and increasing tax rates according to the annual inflation rate. Research studies to be conducted in 2008-200+9 focus on the following topics" Monitoring and evaluating the effectiveness of various policies measures including the Alcohol Control act. Developing information system that monitors alcohol beverage consumption and its impacts, as well as the risk groups. Developing information system that evaluates market mechanism and its impacts on consumers in the alcohol industry. 1. Legal measures to lower of alcohol in blood for drivers to zero (drink don't drive) 2.Arrest those who drink. 3.Reduce domestic violence resulting from drinking. 4.Reduce violence amongst the youth who drink. Study to increase effectiveness in law enforcement. Study to exploit the social power to fight against alcohol abuses. Design campaigns and develop knowledge to educate the people and youth on alcohol abuses. Develop rehabilitation program for alcoholics. I would like to invite academics and those who are interested in solving and preventing problems from alcohol consumption to join us in taking on these challenges for the safe and peaceful society.
