The objectives of this research were to review state-of the art policies and measures supporting the abstainers in foreign countries, and to submit alcohol policy proposal for Thai society. Research data was secondary data that retrieved from the related databases in the internet. Research boundary included polices and measures of United states of America. United Kingdom, France, Norway, and Australia. The results revealed that the proportion of abstainers of each country varied from socio-economic conditions. There were more alcohol drinkers in countries where their socioeconomic condition based on alcohol. On the contrary, there were more abstainers in countries where their socioeconomic condition based on alcohol. The factors of abstinence were personal factor, health factor, family factor, and moral religious factor. Alcohol policies and measures supporting the abstainers in foreign countries were consisted of 7 following aspects: 1) civil law measure: to protect the abstainer in case of having injured or lost from drinkers' behavior, 2) community strengthening measure in controlling alcohol premises: for peace, order, and safety of abstainer residence: 3) measure of increasing rate charges for using community's property: to increase responsibility of alcohol premises to residents in surrounding community; 4) measure in supporting the establishment of abstainer networks: to promote and extend the network's role in solving alcohol problems; 5) alcohol free environments measure: to protect the abstainers and to reduce harm and disorder form alcohol drinking; 6) alcohol advertising-ban measure: to maintain and protect abstainers' right for non-perceiving in alcohol advertising; and 7) measure in increasing insurance premium for hazardous alcohol drinkers: to protect the abstainers and increase alcohol drinkers' responsibility. Alcohol policies and measures supporting the abstainers proposals for Thai society were civil law measure, measure of increasing rate charges for using community's property, measure in supporting the establishment of abstainer networks, alcohol free environments measure, alcohol advertising-ban measure, measure in increasing insurance premium for hazardous alcohol drinkers.
